Yes. Delecti, Beast Valley, City of Ten Thousand Magicians, Pavis, Forang Farosh and Dinkat of the Falling Ruins.

There is the consideration that if the answer is yes, the Inhuman King will be demanding his money back from the Blue Moon Assassins.

The example of Dinkat (Dragon Pass p26) indicates that such people can be encountered although it is extremely difficult to do so.

There was the Dragon Invader of Seshnela that was slain by Sir Herjan the Raider at the end of the Imperial Age and the Sea Dragons tamed or enslaved by the Waertagi.

Personally I think the God Learners defeated all the true dragons they could find and put them to sleep, with the only hazard being that dream dragons prowl the area. Of course the real hazard these days is that a knight seeking to put an end to a dream dragon's reign of terror might unwittingly find the prison of a true dragon and awake it from its slumber...
