Except that the True Dragons are not original with any of the Otherworlds. There ARE "dragons" from those Otherworld--like Hykim, for instance. But they are not the same as True Dragons.

They ARE draconic in that they are indefinable manifestations of terror and animalism capable of overwhelming human consciousness with their Being. And to people, such creatures easily appear to be a dragon.
