One could argue that each of the provinces has its own ethnic identity and low magics with an "Imperial" Culture unifying them.
However I would split the Imperial Culture into
two between the draconic Darudists and the
non-draconic Shavayans. The Darudists
are politically ascendent but they need the
co-operation of the Shavayans to make the
empire work.
The most problematic minority would be the
people of Boshan. Its capital has never paid
its taxes on time and it has been sacked
several times by the Emperor's army. From
this, it's not hard to conclude that Boshan has
a problem with being part of the Dragon
Empire.
Then there's all those foreign devils ranging from the Ignorants, the Pentans, the Praxians, the Hsuchen, the Teshnans, the Vithelans, the Lunars and the Holy Country.
