Nope. Plenty of folk still use Vingkot's kingship rites and they aren't Vingkotlings. Harmast and Broyan were both tattooed by the gods as Vingkotlings. To be more precise, they were tattoed as members of the Royal House of Vingkot - the Kodigvari. Needless to say, both men absolutely terrified the Esrolian Grandmothers.
