I think it depends on the dragonewt's stage. Crested dragonewts are obsessed with Right Action and mastering their primal natures. Each is different, depending on what it is about its nature that its trying to master, but actions considered mundane to humans and other, more rational species, simply wouldn't occur to Crested dragonewts. Its not that they're incapable, just that their minds are intensely focused on quite specific matters to the exclusion of such trivialities. Quite simply, mundane things just don't occur to them. If they did, the typical dragonewt response would be to analyse the thought intensely for several hours/days/weeks/months to see if following that thought to its conclusion would be Right Action or Wrong Action. By the time its reached a decision, the moment has probably passed, but the dragonewt is, at the very least, satisfied itself that it was Right/Wrong action (delete as appropriate).

Beaked dragonewts have lost all interest in elemental magic, having developed their fledgling draconic abilities. To them, elemental concerns are a dim and distant memory of their Crested stage, and thus beneath them. They have more important things to attend to.

The Priest stage might develop a passing interest in elemental magic in order to nurture the Crested dragonewts within its remit, but more out of curiosity than any developed desire to engage with such powers. By the time a dragonewt has reached Full Priest, it is beginning to understand precisely what it should be doing to prepare for dragonhood, and is well on its way to transcending the strictures of Time; so again, matters concerning the mundane world hold little or no interest.
