Yes, most of the devotees will indeed be in these sorts of roles. But not all, by any means. It is seen as unusual - but not hugely unusual. For instance, all of my PCs are ordinates. Of the four of them, one works in a temple, one in the military, and the other two are essentially 'walking the streets'. They're respected members of their respective communities, so its certainly true that people are reacting to them differently than to 'normal' people (most of whom aren't even initiates), but nobody would think of them as 'weird'. Or, at least, not for that reason!

I would say that this is by far and away the most common reaction in my campaign. Unless, of course, one has some reason to dislike the deity's worshippers as a whole! If you worship Danfive Xaron or Gerra, for instance, it's unlikely anyone will care whether you're a novitiate or an ordinate - you're a loony either way.

Some will, of course, but very few (again, excluding those who'd react much the same to that deity's initiates). Unless there's a specific reason, naturally - some devotees actually *are* religious nutters, after all!
