I see the devotees (Heortling society) as the godi, sacred skalds and other magic/religious specialists of our world (I mostly think about vikings, viking era finns and iron age celts here).

Unusual, and close to the gods. Not normal, everyday people.

Then again the heortlings live in a "heroic society", and should appreciate and tolerate such people better than many others in Glorantha.
