I tend to follow the Orlanthi All for any cult stuff, so

All Orlanthi are initiates (85%) All the rest are devotees. 85% of devotees aren't disciples.

All Orlanthi are from a cult in storm tribe...

All initiate into 1 cult, etc

at that point I get out the percentile dice.

It does make for interesting plots and background.
