I do thnk one additional problem is that the Heortlings are fairly narrow and intense theists, thus skewing the impression even further. (I suspect a solid treatment of the Dara Happens, where few people initiate, would have been more clear in some ways.)

All this discussion has made me of a mind to sit and redraft a sketch version of how I would present magic the next time I do a game.

Something involving Basic Magic which would have some kind of treatment of common magic and basic levels of membership in your local religion, perhaps. In fact, I think that's key, it seems if most relgions are highly mixed, then the lay person level of worship should be mixed.

i.e. Lay membership in the Storm Tribe means you are both a theist lay member and an animist lay member in some ways. (Maybe not Wizardry, though.)

Then I'd move to the specialists, who have this sort of "ladder of commitment".

It's a rough idea of a thought right now.
