Exactly. The HQ book doesn't make it all that clear, either. There is certainly a feeling that the common magic dabbler people just aren't really magic users. It just seems that common magic is very ineffective and doesn't do much. Hell, just in theism, having to wait until devotee to use any of these expensive magic abilities you bought as active abilities is a big deal.

I'm trying to re-read the book with this new weighting in mind and see if it comes across more clearly.
