The sorcery schools do, but, in general, yes, you are correct. The rules for sorcery 'devotees' (i.e. Magi) are coming in Heroes of Malkion. Even among sorcerers, though, they're relatively uncommon in comparison with theist devotees. And sorcerers - as opposed to god-fearing Malkioni - are pretty rare in the first place. So there's not a lot of these guys around, which is why they aren't in the main rulebook.
