That doesn't really work as an explanation of the rule because it doesn't apply to Devotees.

More likely it's just to increase the gap between Devotees and Initiates. Or to simplify the rules a little by not having to worry about how the penalty for an Initiate improvising feats stacks with the penalty for improvising a feat. Limit the Initiate to a few "well-known" feats and you can simply provide a standard penalty - which is what the current rules do.
