Doesn't it?

I was commenting on the "named feats" rather than the "improvisation" parts.

A Devotee of Finovan who doesn't have all of Finovan's usual feats may wish to improvise a feat, in the same way that an initiate would. Having a named list of feats means that he would be able to improvise one of those feats with a penalty but wouldn't be able to improvise a Combat feat from another deity or make one up from scratch.
