Well, anywhere they can get to. Most folk will kill Gagarthi on sight. He is a god of outlawed bandits, whose worshippers are doomed to chase his prey forever. Folk worship Gagarth normally when they aren't allowed to worship anything else that grants much power. Finovan, I think, is a much more potent entity.
