Thank you for this detailed and precise response. I can see where you got the impression he was outlawed. But...

One must first be inside the law to be outlawed. The Orlanthi can not outlaw the Lunars, for instance.
In the same manner, the Emperor could not outlaw Umath and his sons--they were already outside the law.

So, in that light, Vadrus being included is an error. Although Vadrus probbly outlawed later by Orlanth.
Issaries and Lhankor Mhy certainly were outlawed by the Emperor, for their uppity desires. Chanala Arroy was outlawed because she healed being that the Emperor did not approve of.

Yes, I can see whee that impression comes from. But this does not refer to being outlawed, but to being alone.
