I think you are saying that her previous membership in the Sky Pantheon is what allowed the old Dara Happans to "join" her empire? Well, if that is what you are saying, then yes, that is right--as far as it goes. But it much me complex than just that.

The Lunar perspective is that She was always a part of the religion, though temporarily lost and out of power for a while. Many Solar traditionalists people--silly little finite beings--do not understand that and even deny it. Many other sun worshippers--less silly finite beings!--recognize it.

I know the plan was to have such a book, and I've offered some guidance to the author to make it fit nicely.

The plans were to have books on Carmania and Rinliddi as well. Those three cultures form the majority of the citizens.
