You haven't noticed the tendency if something is published that it suddenly gets frozen in stone? The tendency to go to Greg/Issaries for the "real stats/right way/real history?"

Publishing definitive stats might do more harm than good given this tendency. That said, Blood over Gold has definitive stats for the characters involved (who might change over the course of the campaign) and Greymane and the assumption is that these characters are introduced when campaign reaches certain levels of dificulty intrinsic to the setting.

The thing is, introducing the biggies is campaign and story specific. My group started running into folks like Kallyr and Tatius relatively 'late' in the XP curve so I was forced to considerably upgrade them to provide a credible level of power to the group. A different group, run by one of my players, encountered such people much more quickly as he wanted a 'big name game' - so everyone was scaled down somewhat.

Far too many variables. I'd prefer the 'excellent/good/poor' ratings as and a large background writeup.
