My thoughts:

Rape is pretty much out. There might be some things we consider rape that are culturally acceptable enough that they could occur, but it's pretty difficult for Orlanthis to get away with that. There may be some cases, but there are very strong reasons not to do it, that do not apply in earthly warfare.

Slaughtering Lunar settlers is pretty easy to justify, unless they can make a good enough claim to be "Orlanthi" for the attackers to give pause. Ernalda worshipping women from Tarsh might stand the best chance. Heortlings don't have much concern for "foreigners" and associating with the Lunar government (and Chaos) is more excuse than they need.

Torture comes in between those two extremes. It might be considered acceptable to get information or in revenge for atrocities for instance.

The interesting cases will be among the people of Lunar-allied tribes. Those that are fully Lunarised might well be killed outright but what about the rest ? Children ? Those who worship "acceptable" Gods from the Storm or Earth Tribes ? What about kinship bonds ?
