Based on your numbers, I'd have to conclude that the triremes wouldn't be rowed by Rightarmers. You'd want them above decks as crew. Maybe 5 per trireme? The rowers could be recruited from Nochet. (Yes they need training, but Athens managed to get a navy built in a rather short time when the Persians were on the way.)
