Not by Grazers.
It's certainly easy to get that impression, but if you look at the size of the place, and the population figures Chaosium published, it's not that different.
The disparity is made up by the vendref, the agricultural slaves of the ruling Grazers. Who, since they can subsist off their slaves, can indulge in hunting as a sport.
