As has been said, not necessarily. They are essentially communities, and as such often will be engaged in the same common activity, just could just as easily be neighbours in a city district or engaged in a multi-stage activity (for example, a brewery could be a league, embracing the farmers who grow the hops, the workers who fetch the water, the brewers and the merchants who sell it).

Yes; but so too are their component elements such as the Moon & Sea or each of the Seven Servant Society Associations. Don't get too hung up on thinking that a league is a clearly defined stage of political organisation, like the bloodline - clan - tribe hierarchy of the Orlanthi.

It would be difficult to say just what a 'typical league' can be in this context. In general terms, leagues will have dozens or hundreds of members, associations thousands.

How many do you want there to be? I'm not being flippant but we never came up with specific numbers.
