For Urox, I think it's a combination of three things:

  1. He's the last holdout during the Darkness. He's the god who keeps on fighting when everyone else is dead. Not surprising that he'd be the one holding on through Fimbulwinter.
  2. He's not a Kerofinela wind--he's the desert wind blowing in from Prax. All the winds in Dragon Pass have stopped, but the dust storms keep rolling in from the east.
  3. He's just too dang ornery to be stopped. Killed all the gods? Sorry, I'm the Storm Bull, a Great Spirit. Stopping the spirits? Whoops, didn't you know I'm his most gracious ass-kickitude St. Taurox? Closed down all the otherworlds, did you? Well, I'll just sit here in the Unending Battle until you look away--surprise! I'm back! He's a weirdo, and none of your normal plans will do anything about him. Your best bet is to get him drunk, then leave town while he's puking.
