Agreed. And to expand your point, its not a single unified Lunar program either. Different factions have different mytho-magical strategies and solutions for the Orlanth problem. There will be broad agreement on a common direction emanating from the Lunar court (i.e. this is a religious engineering venture, not a forced conversion or population starvation or deity marriage operation) and then the various powers and factions will put their own strategies into operation based on their own mythic understandings, powers, alliances and rivalries. By the time the practical operations filter down through the Army chains of command, the Tarsh colonials, Yelmic reactionaries, the Unspoken Word, secret societies and the associations, the understandings and strategies will be diverse, broad-ranging and doubtless at times mutually contradictory.

In short, typically Lunar: a nice idea that is practice becomes muddled, riven by internal rivalries and involving entire batallions of angry dolphins. The sort of thing Mark G., MOB and Nick Brooke conjure in their sleep.
