Moon Boats, however....not saying it would be at all easy, but the lunar empire would conceivably have the resources to sponsor an expedition like that, especially if they thought the plunder was worthwhile. And they may have libraries old enough to have hints about suchlike. Or given the avian past, it could be sponsored by well to do avian-return types in Rinliddi. At least they'd have good access to down for their parkas!
But in general I do realize that any such expedition would have to depend on magic to a very significant degree. The available mundane technology is not sufficient to let humans survive for long in such conditions--else there would be humans living there.
