Yes indeed. At those places one starts to move from the Inner world to the closer hero planes

Possibly reasonable for a Gloranthan philosopher, but still not true. Remember the map in RQ-2? It shows much more land area than most other maps, and even there one has no reason to think that one has reached the skydome. The 10x sounds like too much, but the distances are most likely literally unmeasurable.
