This is a really important point. Orlanth is a very important god to the 20,000 farmers of Pavis County - he brings the seasonal rain that makes agriculture possible. Without Orlanth's rain, Pavis County would depend only on what can be got from the Zola Fel, which is not enough to support the amount of agriculture needed for New Pavis.

No Orlanth worship, no rain. Just Storm Bull's damn stinging sand. No wonder the Lunars tolerate Orlanth ceremonies under Faltikus. Heck, the Orlanthi farmers are probably fine with closing the Storm Bull temple in New Pavis - no reason to strengthen the Bull.

Your adventurers want Orlanth magic to fight the Lunars, or Chaos, or Trolls, but the worshipers (and most of the priests) want rain magic or community blessing magic. Here's the dilemma: how do you convince all those farmers to risk a bad harvest so your adventurers can kick Lunar butt?
