Well, Miriam-Webster lists " the quality or state of being huge " as being a possible definition, along with "an outrageous, improper, vicious, or immoral act" and " the quality or state of being immoderate, monstrous, or outrageous". Of course, when it comes to government, there may be little practical difference between those definitions...
