Keep in mind, Harmast's Lightbringers Quest was a remarkable quest. By freeing Arkat - a non-mythological, real person - Arkat was able to leave Hell and return to the Mundane world. Harmast had no idea that would be a result of his LBQ when he commenced it (or that it would ultimately be what his Quest was most famous for).
