This works for me. Fazzur doesn't like Temertain and more importantly Estal Donge. He may like the idea of Estal's consort Temertain being shown up AND her looking impotent as well. He might also think that the hands are not really going to be a problem - the old hero is toast or even if he isn't, one more Orlanthi spirit in play isn't going to stop Fazzur's plan.

And, maybe just maybe, Fazzur *wants* the heroes to get the hands into the underworld, because it will screw up Tatius' ritual. Maybe Fazzur doesn't like whatever is supposed to happen for some reason. Maybe he wants to win on his own, to get all the glory and keep Tatius, who is very ambitious, from getting any credit. Maybe I'm just grasping at straws.
