Chal is one the Sages of Teshnos, whose teachings allow its people to see the Celestial Fire. It is likely that Chal first appeared in the Great Darkness, before historical time started. In the 3rd Age, he is the only sage whose teaching managed to survive all the ruinous things that happened to Teshnos under the God Learners and the Seleran Khanate.

In Glorantha, the Second Age, they introduced four other sages who also preached different paths of enlightenment. Some accumulated wealth, others developed martial prowess, and another lived in harmony with plants and elves.

As to why Chal's teaching survived while the others did not is really up for you to decide. In my game, I decided that someone in historical time was basically Chal reincarnated, who managed to keep his teaching alive.
