Do they execute the reincarnated murderer at birth, (or as soon as they find the right baby, if it takes a while to track him down) or wait until he's an adult, or as old as he was when his previous incarnation committed the crime?
Either way, sounds like a pretty nasty idea that would be perfect for a scenario...
