I do people are misinterpreting the Lightbringers' Quest. The goal of the quest is to end the Darkness that threatens the world. To do this requires the Lightbringers to reconcile with powerful gods that had been their enemies and together with their foe, end the Darkness.

Harmast did not quest for Arkat - he quested to bring about an end to the Gbaji Wars. He reconciled with a powerful incarnation of Zzabur or Malkion - both terrible enemies of Orlanth. Aringor sought to defeat the Malkioni empires that threatened his people. He reconciled with Narnarra the Greater - presumably a powerful draconic entity (another terrible enemy of Orlanth). Same thing with Karsten Fardrosson. He sought to reconcile with the enemies of Orlanth to defeat the enemies of the world. If he had succeeded, he might have brought back a Carmanian demigod or a dragon. Instead he failed.
