One of the best sources for describing lunar Instrumentalities, ie secret services, is the material for the "Life of Moonson", available to all on Nick Brooke's website.

Their files includes the many secrets they hold and how each of these groups very carefully protect their "turf", while trying to take over the others' areas.

These three instrumentalities are the Empire's biggest and most powerful, but by no means the only one. The Provincial Overseer has his own intelligence branch, of which the Coders were but one group. Each Satrap/Sultan has also its spies and networks. Finally, many Leagues, Associations, Guilds and Noble Houses have their own intelligence networks.

Basically, in such a hyper-civilized setting, you can have any kind of spy working for any possible interest and againts many other spies !
