He probably doesn't give a damn about these grunting, smelly barbarians. His job is to protect the lunar stooge and his cronies, making sure the "clown rivals" don't wipe him out. Beyond this, he doesn't care about local customs and politics. His mind is alien anyway.

However, for agents of the Provincial Overseer, that's another matter. THEY would understand and act on the information. But they have other stuff to do than loiter at Blackmor's court all day and listen to the local yokels whine.
