Without re-reading the scenario itself, this certainly strikes me as a possibility. (Does Kangharl know the details of the contest himself? He would be foolish to promise aid without knowing what he is letting himself in for, but if he also keeps his promise vague as to the exact nature of his help he is on reasonably safe ground...)
Kangharl may also be planning to sieze the hands himself at some stage, either before or after the players get to present them to Ernalsulva.
