"Cats are rebels," sniffed the Emperor, "for they do not obey lawful commands." Others claim it was because the Imperial kittens had used his favorite ceremonial robe as a scratching post.

Rodents live in cities are mainly rats.
(Increase in mice in cities is a quite modern phenomenon, at least in Earth.) To get rid of rats, not only domestic cats but also dogs and other rather bigger pets than cats are enough effective. So, Dara Happans who are city dwellers can dislike them. I do not want to imagine what happen to cats in Yutuhppa, a city full of sacrosanct peacocks...

On the other hands, Rodents in rural areas are mainly mice, and to hunt mice, small sized cats are very effective. So Pelorian farmers are another case, I guess. Cats' care free nature and their love of playing seem to be matching with followers of Lodril pantheon.

And Perandans.
Such an artistic culture is likely to love felines, as they have a kind of natural grace.

For Rinliddi, I am not sure about their stance on cats. Rats and mice cause devastating damage to domestic fowls, as they eat eggs and helpless chicks.
But cats are likely toy with fowls.
And ferrets are the same for this matter. Maybe they have special bird speceies which hunt mice and rats?
