You may be right, my copy of Fortunate Succession is not readily accessible to check and it is a while since I read it. I am reasonably certain that the last "Pre-Lunar" Emperor recognised her right to rule - I think they were co-regnants for a while - and sort of assume that she must have undergone the 10 tests to "prove" her right. It is certainly possible though that she was never directly "Emperor of Dara Happa" in her own right, devolving that position to Moonson...
