In Sartar, when an Odaylan cultist becomes a clan chief, he becomes initiated into the cult of Orlanth as well (which is very easy given the close connection between Odayla and Orlanth).
So lets imagine Veski the Bear, with an Air Rune 1W, a Bear Rune of 10W and a Movement Rune of 17. For some reason, Veski's clan makes him chief (maybe he is the best warrior). Veski is acclaimed and in the ceremonies making him chief, he is accepted as the representative of Orlanth for the clan and as a priest of Orlanth the Chief. He takes the Mastery Rune starting at 13 - he's not particularly good at rulership magic, but has some.
Veski is still an initiate of Odayla (divine rune affinity 10W) but is also an initiate of Orlanth (divine rune affinity 1W).
