Of course, after the war, there was only Ralios, a nation built to send a war of destruction and many other nations that had suffered from that destruction. If you weren't with him, you were against him and Arkat conquered your lands, conscripted your able men-folk and pushed on toward Doraster in his mad war to destroy the Bright Empire.

One would presume that any enemies left were internal enemies in the Dark Empire. To me this explains the degeneration and splintering of the Dark Empire after his death.
