Well, yeah, this is best handled by "extra-ordinary" justification than basic rules, because the magic system is different and Issaries doesn't have the runes, and what was legitimate in RQ if you had the POW suddenly sounds like power-gaming in HQ even if you have the HP. And if you're not a devotee, no special FX for you.
