The Volsaxi were independent until 1460 ST (about 140 years after the foundation of the Holy Country). Sometimes they were subservient to the Governors of Heortland and the rest of the time, they were revolting. Then they were subjugated by the Kitori for almost a century until the arrival of Tarkalor. After Tarkalor, they became an independent tribal confederation, pretty much like the Aldachuri and the Tarsh exiles for a while.

Ally is a bit too strong a word. The Volsaxi would have been quite happy to raid the Sartarites but the rest of the time, their relationship was good. If the Princes of Sartar didn't have other problems on their hands, they would have put more effort into annexing the Volsaxi tribes.

Poor. Volsaxiland is probably considered beyond the Pale. As of 1570 ST, there is no High King in Whitewall (there are Kings of the Volsaxing Tribe but they are only tribal kings there until Broyan). Although the Governor of Heortland can probably muster an army to take him to the gates of Whitewall and back any day of the week he wanted, there's no profit for him to do so.
