I don't think Belintar is another version of TakenEgi, for a number of reasons.

The simplest in-gloranthan reason was that TakenEgi didn't have multiple body changes. He ruled for about a century and a half before Sheng Seleris put an end to him. The Emperors that followed him do change in proxies but they also change in personality (Lunars claim they are still the same person

The simplest out-of-glorantha reason is that having Belintar as a clone of or parallel to the Red Emperor feels wrong on a number of levels to me. Belintar should be interesting for his own reasons; any similarities between him and the Red Emperor or the Kralori Emperor should be little more than all being god-emperors with absolute power over their subjects. The reasons for their power and the nature of their rule should be different.
