The enemy is deliberately undefined so that you can develop an idea that most resonates with your group (ideally one that disgusts and plays on their personal primal fears).
One possible take is that it is a single entity with multiple bodies that act as a unit. While the bodies can be separated and act independently, they will try to get back together. Whether separate or together, the bodies act with the full knowledge and senses of each other. I seem to remember such a group in an old RQ publication, which had 5 members, which included a flyer and a swimmer.
