The Umathelan Coalition was a coalition of small city states that selected their own Duke until infighting in the later 9th century resulted in the Emperor appointing several governors (and presumably several military dukes).

I've got no record of Tarstargawal but that there is no 3rd Age record of the place is hardly conclusive. After the Closing, many of the Umathelan cities were destroyed or withered away. The Cult of Silence further damaged whatever was left of trade.
