And more importantly, only the most powerful magical leaders will be able to do this. Sure Alakoring can call up a storm to carry his magical chariot (or maybe those "horses" are really divine entities of Air), but what about the 10,000 warriors who follow him?

Ritual and magical use of chariots is common to all Orlanthi - everyone knows that Orlanth had a chariot pulled by Crisis and Rage and that these magical chariots are connected to the Mastakos subcult (heck they may *be* the Mastakos subcult). But chariots are not common outside of these specialized uses. If you see an Orlanthi on a chariot, you can bet that the driver is a member of the very very small Mastakos subcult, and that the person in the chariot is one very powerful magical leader like a king or a storm lord. And let's face it, what a king or a storm lord does in battle is never typical.
