Thinking more about the Artmali magics. These aren't gained by conscious worship of the Blue Moon but rather innate like Darksense is to the Uz. Many Artmali descendents like the Melib and the Blues of Fonrit have only stunted versions of these powers if at all.

I'm getting the impression that rather than simply worshipping the gods, spirits and saints like everybody else does, the Artmali use their innate tidal powers to cause magic to ebb and flow from these same divine sources. So while an Agimori might interact with Varama to get sun spirits, the Artmali would use his tidal powers to cause sun spirits to briefly appear (They would have to be familiar with the source tho and the more familiar the better). So the Artmali would acknowledge the same gods as their neighbours but they interact with them in a strange and weird way.

Likewise the Artmali could use their tidal powers to cause another's magic to ebb away for a while. Particularly powerful artmali could try to use the tides to kill someone by using their magics to rip themselves apart.

As for the Blue Moon magical cycle, my guess is that when it is in hell, using the tides to ebb water and magics are enhanced while using the tide to create magical effects is diminished. When it is in the Sky, positive magics and water raisings are enhanced and ebbings are diminished. Then there's the moment of the Blue Streak where both ebbs and flows are enhanced.
