There's a difference between being the goddess of secrets and the goddess of consciousness methinks. One can consciously wield a secret power even if it was innate.

Try this.

When the Blue Moon is in Hell, the tide is ebbing. When the Blue Moon is in the Sky, the tide is coming in.

In addition, there's also the Solar effect on the tides with the planets being Dendara and the Sun. This gives the tides the familiar daily cycle while the Blue Moon gives the tides the large spring tides/neap tide cycle.

The moment of the Blue Streak is when the tides change from the spring tides to the neap tides although the position of other planets can mask this.
