A Godlearner (capital G) would say YES, it is worship - but worship is only a ritual that triggers a response from an otherworld powerful entity. It does not make you a pagan, but a Learned Man of God that brings advantages to his community, as Malkion said he should.

A rokari would sputter and then rant that it is absolutely worship to bow before idols and feed them sacrifices, making those who do pagans through and through, dirty pagans who'll never go to solace.

What would an Old Hrestoli from the Castle Coast say I wonder... They must have very old memories of that time up there.

An Asharan would say it's "good business practise", a Sacred Exchange with local entities, all under the Eye of God, so no it's not worship : it's a deal.
