Yes this is canon. The Eel-Aariash family are the descendents of the Red Emperor, Yelm, and a host of other divine beings. Their "breeding program" is not Lamarckian or Darwinian but more about achieving divine connections and ancestors, thereby enabling them to perform remarkable heroquests with greater ease.
