Rule Question from the Last Edition

Got a question for everyone, trying to bring the earlier edition of HeroQuest into this new edition...on page 22 (Narrative Style), Bill has a personal riding bison that has 17, and he wishes to add 5 more points. The book shows the new rating as 3W, but shouldn't it be 2W since 17+5=22 or 2W?
